Dr. Vicki Belo has rejoiced over the reinstatement effective July 7 of the medical license of her on-again, off-again boyfriend Hayden Kho.

Hayden was stripped of his license to practice four years after he was embroiled in a sex video scandal.

This week, the Professional Regulation Commission (PRC), through its Board of Medicine chairman Dr. Miguel Noche, announced that the PRC granted Hayden’s petition for reinstatement after expressing his remorse and proving his fitness to resume his medical practice.

Before he lost his license in 2010, Hayden was a member of the medical team of Belo Clinic, the popular chain of cosmetic surgery clinics owned and managed by Vicki.

Vicki posted last Tuesday a picture of a PRC letter announcing the reinstatement.

“Sorry for the ugly picture but to me it’s the most beautiful picture I’ve seen in 5 years. This is the PRC document restoring @dochayden s medical license. Thank you so much to our father in heaven. It’s so true Matthew 6:33 that if you put God first all will be added on to you. Congratulations Dr. hayden Kho jr.,” she said on her Instagram account.

Hayden was stripped of his license after Katrina Halili filed an administrative case in connection with a sex video featuring her and Hayden that circulated in late 2009.

The PRC found Hayden guilty of immorality and dishonorable and unethical conduct, which the Court of Appeals affirmed in a 2012 decision junking Hayden’s appeal.

“It is difficult to accept and it’s painful, because I’m losing my medical license not because of lack of knowledge or skills or even lack of dedication to my profession but because of what I did in my personal life. I am not saying what I did was not wrong, but I appeal for fairness...,” Hayden told GMA News in 2010.

Last year, Hayden claimed that he had found religion and had sworn off sex.

Noche told GMA News that the board decided to reinstate Hayden’s license after he was deemed eligible to practice medicine.

He also said that among the requirements for reinstatement was not getting involved in any illegal or immoral act during the application process, which Hayden complied with.

But Hayden won’t be able to enjoy all the benefits of his medical license unless he gets the proper requirements.

“I told him he must have adequate education, training and certification by the corresponding board before he practices any specialty procedures,” Noche said.

Meanwhile, the camp of Katrina said the two-year waiting period for Hayden to file a petition to reinstate his license has yet to expire on July 26, 2014.

“We will file a motion for reconsideration at PRC to correct this legal anomaly and, if necessary, we will go to higher courts to decide on this legal issue of ‘2-year waiting period’ under Sec. 27 of Rep. Act 2382 or the Medical Act of 1959.”

“In addition, there was no fact finding investigation. No formal hearing conducted in order to confront the witnesses who executed affidavits,” said Atty. Raymund Palad, legal counsel of Katrina.

“This ruling will set a bad precedent.”
